Resumption Ordinance, 1900. Under the latter Ordinance compensation is settled by a specially convened Board, the chairman of which has to be a Judge, if so desired by either party, otherwise the Governor will nominate a magistrate or Justice of the Peace for the purpose. This provision seems to

me sufficient and is not questioned by Mr. Dale.

One other point arises in the special

circumstances of Hong Kong and that is the imperative need for any town planning reforms to take account of the new defence scheme for the Colony and while we

need not go into any details on that point I suggest

that we should

approve the introduction of the Bill in

its present terms into the Legislative

Council; and

send the Governor a short secret despatch

referring to (1) and saying that he will no

doubt appreciate the important bearing which

the recent decision about the defence

scheme of the Colony must have in any study

of, and proposals for, the future lay-out

of existing and potential urban areas and

the types of buildings suitable for

erection therein which the preamble describes

as the purpose of the Town Planning Bill.
